[SOLVED] Core Speed Drops Below 800 MHz Randomly

I created a topic saying my fps drops like every 10 seconds, and now I found that problem is my CPU.

Im using Lenovo Y700 (https://www.lenovo.com/us/en/laptops/ideapad/ideapad-y700-series/Ideapad-Y700-15/p/88IPY700618 ) and here's some tests I did. I reinstalled Windows and applied thermal paste yesterday.

All tests are done while internal and external cooling was open. Also all my CPUs passed Intel Processor Diagnostic Tool. Searched and did some of the suggestions I found on web. Any suggestion is appreciated, thanks.
 
Solution
This is common with gaming laptops. Sadly, there is little you can do about it due to the limitations of gaming laptop. Check to see your undervolt still applies and use a cooling pad.

Have you looked into your power plans? For example set it on high performance see if this issue stops. If not boot into your bios and if you’ve modified anything set the entire bios to default. If this doesn’t work come back and post again.

Also how long have you had the computer? Because the problem could be some kind of extreme thermal throttling. Over time the thermal paste will begin to wear down and won’t be able to transfer heat as good. Look into replacing the thermal paste if you can.

Using this pc for like 3.5 years and I replaced thermal paste 2 days ago and also I set my BIOS settings to default that day. Yesterday I tried using ThrottleStop and undervolted my CPU -150 mV. Everything was fine, max temp downed to 85 from 100 celcius. But today CPU speed started to drop again and I saved my settings on ThrottleStop and open it when I open my computer. With "very high" burning test temp goes above 90 celcius.

What power plan is your computer on? I have my desktop on ultimate performance and it locks my cpu at its max turbo. Maybe your cpu is being locked at max turbo and thermal throttling? I genuinely have no idea.
