i have a brand new rtx 2070 super and it is seriously changing the core clock to around 1600 from 2000 depending on which way im looking in my games,im really confused if this is normal and it does this in multiple games. please help

Solution
Nvidia Control Panel > Manage 3D Settings.
Change Power Management Mode to Max Performance; it'll run at the highest possible speed regardless of usage.
Or select Adaptive; it'll run at max only while it's being used and drop down to 1600 when idle.

Next, what kind of temps does your gpu exhibit in game?

It's normal. Some games require more and some needs less
