Not really a typical answer, it varies on the heatsink design and what components have pads. Pad type may vary between components.

Can't really go wrong with 1mm pads, fairly universal. Sometimes thicker pads are used, in which case you can just a few layers of 1mm to make up the gap. Though not to extremes, there are occasionally really thick like 5-8mm pads used, in which case it is best to re-use those if possible. Quite hard to come by, but they also don't typically come apart like the fibery/gummy pads I'm sure you are dealing with.
