Regular automotive anti-freeze (ethelene glycol) mixed with distilled water should work. About 15% anti-freeze to distilled water. Don't use one made to prevent leaks. It won't have any biocides to inhibit growth. Which isn't a problem in cars due to heat.
To maximize heat transfer you'll need a surfactant (like dish soap). This requires careful measurement. I don't know the ratio.
For a biocide you could use copper sulfate or iodine. Bleach is too corrosive.
