In this case no contest - but don't think you are looking at the whole thing, the CL10 set is 2666 sticks vs 1600 sticks on the CL9 comparatively speaking if you ran the 2666 sticks at 1600 you would prob be running at CL6 vs the spec CL9 of the 'true' 1600 set.....Hoping this was a test, because I think I passed 😉
When looking at DRAM need to look at a combo of freq and CL - neither alone can determine how good performance is, many will tell you different - and if they do - they don't know DRAM

Bandwidth-wise: 2666MHz is far better than 1600MHz but you are not likely to benefit from above 1866MHz.
CAS latency - wise: CL9 is better than CL10. The lower the CL, faster the memory (theoretically).
Memory sizes: 2 x 8GB is far better than 4 x 4GB. The 2 x 8GB setup will run with less stress on the memory controller and you will be replace the 4GB modules if the need for memory upgrade arises.
Overall: 2666MHz is better than 1600MHz in terms of bandwidth, higher clock rate and better CL. Though CL10 is slower than CL9, I think is better.
Note: Not all AMD processors support above 1866MHz memory.
Let me know what kind CPU and motherboard you have. If you would ask me for a suggestion between the two i'd stick with 1600MHz as it is stable and moreover 2 x 8GB will run with less stress.Good luck!!
