Corsair Commander Pro not keeping fans at custom rpm

Basically I got 2x commander pros one for the top 2 cpu radiators fans and a second for the 2x gpu radiators. I used corsire link to set a custom fan curve but even tho all the fans are identical some are higher rpm the other ones and it isn’t the fan tested each fan separately. For some reason some will be at 500rpm wile some are at 2000rpm I don’t get why tho
 
For one, no two fans are "identical". All motors, and most electronics that involve the use of motors/windings/etc., have some amount of variation in mechanical performance. Rarely is anything identical although some components are fairly close and wouldn't be noticeable to most people.

Secondly, sounds like there is either a configuration problem, something is connected to a PWM header that isn't a PWM device, or visa versa, or there is an issue with one of the fan headers. Is the variation occuring on the same device or only when comparing the fan speed on one of the commander pros to the fan speeds on the other commander pro?
 
All are the same 4pin ek fan when plugging into the pc all fans will run at 500rpm range once I plug the fans into the corsire some will be at one speed and some at a nother even tho the fan curve is set to what ever. Iv tried this on both of the corsire commander pros I have does the same thing
