I have a NZXT Phantom 240 case, and after some trial and error, I was able to mount the radiator in the top of the case, and the fans on top of the case (exhausting out the top).

There isn't enough room between the mobo and top of the case for me to mount fans inside the case. My question is, will this layout cause any issues? My idle temps are currently 29-33C non-OC with an ambient temp of 23C.

Solution
Probably won't cause you any issues. Why may though is stuff falling or getting caught in the fan. I would at least get some screened fan covers for them.

I've been running Prime95 for about 20 mins and the max temp is 61C (stock clocks) is that good? I'm planning to OC to around 4.5 GHz later and run tests.

I did the same thing seems to work well. I am going to get some grills for the fans. Temps range between 65 and 74 C at full load on an I7 5820K overclocked @4.6 GHz!
