The typical power draw of the Intel Core i5-4570 is 68.25 Watts.

The ASUS Radeon R9 280X will only draw a peak power of 208 Watts during gaming. That graphics will draw 298 Watts when running FurMark Stability Testing.

If you fully load both the CPU and graphics card then you should be drawing enough power from the RM650 to trigger the fan to spin.

You need to be drawing over 300 Watts from that PSU to be able to see the fan ramp up. Prime95 doesn't even get you anywhere close to that.

Try running both Furmark Stability testing and Intel Burn Test to fully load both the graphics card and the CPU at the same time. Both utilities are freeware.
