Question Corsair RM850e Noise Problem

I recently bought one and it was turning on even using chrome to browse. The fan or something sounded like a small motor, similar to a water pump. Sent it back, installed a new replacement. Now the noise is constant, not on/off like the other one. Not sure what to replace it with, reviews showing the HX850 has coil whine too, It looks like a better choice sine it has 0 fan rpm until it gets to 70c I believe. I might be shipping psu's until I hit the psu lottery and find one that is actually quiet.
Any suggestions for an 850w psu would be helpful.
I'm looking to spend up to $150.

I'm not sure why this RM850e is turning on and off at the desktop. It is supposed to run with 0 noise until 170w. What I read was the rtx 3080 will use around 35w and my i9 12900k will be at 12w on the desktop. I have no programs running in the background, just logitech, fancontrol, steel series sonar sound equalizer, nvidia software.
