Corsair TX750 PS test; no fan spinning?

Testing an old PS to see if it's dead.

I'm getting the requisite voltages across the molex and 20/24 pin plug. 5, 12, 3.3, etc.

But, the fan doesn't spin--not even at initial power-on.

Is this more likely a dead fan, or could it be because my DMM isn't really tasking the ps the way an active PC would, therefore no real heat issues?

I'd hate to trash it.
Has anyone ever replaced a fan in a ps?

This PSU has a fan stop mode where the fan only switches on under load and a certain temp. When you first boot, does the fan spin?

No, it didn't. I was expecting to at least do that.
