How are you determining the timings are "fake"?
Corsair themselves state 18-19-19-39
https://www.corsair.com/ca/en/Categ...lpx-black/p/CMK16GX4M2B3600C18#tab-tech-specs

Would it "matter'.... well, yes, as in the looser timings will be measurably worse in performance.
However, not likely to be any significant different in real-world applications.
I really just want to know if it will work with this mobo and be all good and not be a problem. I think CLS 18 and 3600mhz should be fine but i saw some reviews saying the timings were incorrect from corsair (or maybe they were shipped the wrong RAM idk) here is my parts list https://ca.pcpartpicker.com/list/jPndn7

Did some more research and found some really good ram for like triple the price that has RGB and a CAS of 14 rated at 3600 and timings of 14-15-15-35, but would it be worth buying or could I put the 350 dollars into more storage or a new RGB mobo or a cooler etc?

If the timings were incorrect, Corsair would've updated. What you saw is likely either PEBKAC or a vendor shipping the wrong kit. There won't be a blatantly mismarketed product on the market from the likes of Corsair.

3600MHz @ CL14 is going to be pricey - no I would not spent CL14 TridentZNeo money ($350 CAD), nor CL15 ($220) when CL16 is ~$110 . Your money would be much, much better spend in measurably, sizeable performance gains afforded by something like a better GPU etc...

I would recommend that you get this G.Skill kit instead of that Corsair kit:

For whatever reason, there have been quite a few posts here about the Corsair kits not working properly (at their rated speeds) with Ryzen based PCs.

And it is on your MB's QVL:

The G.Skill kit I linked to is on G.Skills Compatibility List as well:

Again, I'm not sure why you'd opt for CL18 for that kind of money, when CL16 3600MHz is $110 Canadian...

Those look almost too good to be true here is my parts list and some review said it wouldn't run at XMP but I'll take my chances anyway if I dont like I can get the other set here is my parts list thanks. (please make any changes you think i could benefit from with a budget of including tax and shipping 2300 CAD) https://ca.pcpartpicker.com/list/F9tLrV

where did he link the qvl for that mobo?

Maybe I'm missing something?

I don't think you've changed the board you're talking about?
Same board you've linked...

do you know if it will work with the mobo here? https://ca.pcpartpicker.com/list/F9tLrV
