so the motherboard i purchased shows the RAM base speed as 1066/1333/1600...and then 1866(OC),2133(OC) and so on all the way to 3000+(OC)...now my question is, am i only limited to buying a 1600 MHz ram stick but i'll be unable to OC it any higher than 1600MHz? or if i buy the 1866MHz, will the base speed be reverted to 1600MHz and i'll be able to overclock it from there back up to 1866MHz? weird wording so hope that makes sense.

Any RAM can be overclocked, provided you're cautious and have a good quality motherboard and good quality modules.

For the record, DDR3 RAM modules that are sold at 1866mhz or above are factory overclocked 1600mhz modules. You could, in fact, buy any module 1600mhz or below and OC it yourself or buy a 1866mhz or above one and leave it as it is. The only difference stays in the fact that factory overclocked ones are somewhat guaranteed to work at a set speed, while manually overclocked ones may not.

In any case, whether you're overclocking or buying, you're not going to notice too much of a difference between such frequencies unless you're going for exotic configurations. Just keep a rule of thumb in mind: if you require more than 1.5v for 1866mhz or below, it's not worth it...

I have an Asrock fatality Z97 killer, and a I7-4790K 4.0ghz...if I buy a 1866MHz, will that be the default speed shown? Or will it be 1600MHz, I need a firm and solid yes or no guys...
 
When you install the memory it will default tp 1600MHz. Go into BIOS and set optimized defaults, then enable profile1 and the memory speed and timings will be set correctly. When getting a new MB this should be done and after a BIOS flash or just a reset, you will need to set it all up again. Set anything else in BIOS depending on your system too. Remember to start with setting optimized defaults and save settings and exit when finished. Since you have a 4790K, you probably can OC to 2133MHz fairly easy.
