can a corsair VS 450 handle a Gigabyte GTX 750 Ti Windforce?

Here is my current set up
AMD A4-6300
Gigabyte F2A68HM-DS2
500gb hard drive

So can it run all of these?

(Im Planning on upgrading the cpu to a ryzen 3 so can it handle that as well?)

Solution
Throw the BlueDigit away and never use it with any system you care about enough to not want to see catch on fire.

As I said, the only unit out of all the ones you mentioned that is even remotely worth using is probably the VS, and again, that's not saying much. It will however be fine for that graphics card, just don't expect it to last four or five years. It likely won't. It might, but the probability is that it will not. At least it won't burn down your house though.
Yes it can handle it. No it is not a great power supply. Don't be surprised if the unit fails before long if you're using it with a gaming card and it's under constant high demand usage. The VS series units don't live long in gaming machines, even low powered ones.

What would be a better power supply? I got 3 choices right now a Thermaltake Litepower 550 watt, Corsair VS 450 watt, and a generic 450 watt psu if none of these can even qualify, what other power supply would be good that does not go far from the prices of the three?

All 3 of those are garbage, using any of those can put your system at risk.

Need to raise the budget to get into a quality PSU.

Yes, of all those, the VS is the better unit. And that ain't saying much. It's not that we want you to have a top shelf power supply, it's just that we've seen hundreds and hundreds of those VS units fail in a relatively short time when they are used on anything more demanding than a mom and pop internet or low end business machine. On gaming machines that have discreet gaming cards, they don't last.

None of those others you mentioned would either. In fact, they'd likely die faster.

What country are you in and where can you purchase power supplies from? What kind of budget do you have, or can you scrape together, for a new unit? You may just have to make due for now if it is a deal killer on the rest of the upgrade, but at some point, and it might be sooner than later, you are going to have to upgrade.

The VS 450 is at 37 $ and the Litepower 550 is at the same price too though I do have a BlueDigit 500 watt lying around
Should I make do with the BlueDigit 500 watt? or pick something else?

The CX450M grey label is decent, certainly is for that system. If I were you I'd just use the VS and get an actual quality power supply next time you upgrade your system. The difference in quality between $40-50 and $70 is HUGE. I got my EVGA 550 G3 on sale for $60 on amazon, hard to beat that. However, instead of doing all these minor incremental upgrades like an FX 6300 to ryzen 3, you might want to consider saving your money and buying mid range components that will be relevant for longer.
