Cortana/Taskbar Not Responding

I upgraded to Windows 10 from Windows 8 about 3 months which I've had no problem with up until now. Before the day it stopped working there was a security update that took nearly an hour and thirty minutes to install and when it was finished, I remembered the task bar was still working up until the next day. I do have a anti-virus application installed but it hasn't made a problem so I'm thinking it could be the security update(s) that caused this to happen. What I am asking is if there should be an update I need to uninstall and how. I have already tried opening new admin accounts on the PC before (its happened before but not during these 3 months I've had Windows 10) and they fix the problem but will have the same problem after the PC shuts down or restarts so I am convinced that an update is causing this.
