[SOLVED] Cost effective CSGO build without any overkill

Hello everyone,
my current system is ASUS laptop R558UF with an i5 6200U, 240GB WD SSD, Nvidia 930M 2gb DDR3 graphics and RAM upgraded to 2X4GB. I am working as a developer and sometimes I use Adobe editing software as well. I play CSGO regularly but experience the drop in FPS sometimes. I get 100+ FPS at low settings but sometimes it drops to less than 60. I use a custom developed software which I can set up to 80 threads for the CPU to function at around 95%.
My target is to play CSGO smoothly with at least 150+ FPS in medium-high settings. Do all my development tasks without any issue and use at least 200-300 threads of the software which i can use 80 currently.

Previously because of hype and new launch, I chose to build a system using AMD 8150 unlocked and the experience was horrible. Unstable performance and temp spikes (50-70 degrees) and because of that I am worried to proceed with a Ryzen build now.
I am looking forward to a cost-effective build without compromising on CSGO and also I don't want a system which ll be an overkill for my purpose.

What's "cost effective"? Just give a budget,what you want to spend max.

Are there parts of the old that can be reused? Looked under your avatar so enough to reuse. Would say something like this for a decent budget,

the cooler isn't absolutely necessary,you could use the stock cooler.
Since you best reinstall windows did i include an ssd,but you could just use the hdd's albeit that they will be alot slower.
The ram with 16gb is also just for csgo too much,but it saves you from needing to upgrade in the future. A 8gb kit would be like this,

Looked also at the i5 8400,but that's already alot of money extra,again for the future might the extra cores be handy and by looking at some benchmarks does it seem that csgo might just do abit better with it.

Ryzen 2700 just for CS:GO is just overkill and way too expensive.
