Question Could a bad motherboard cause a GPU to under-perform?

So a while before I bought my RTX 2080 super I thought I would OC my old 1060 before I got rid of it. A few days after getting stable clocks I heard an explainable noise from my PC something close to a fan cutting a wire.
After that, I got my RTX 2080 super and it worked fine with no problems but in some games, it just dies. For example, in RDR2 I'm getting 28-50fps on the lowest settings the game can run. I've even moved the power to 140% and still nothing.
So I'm wondering if I damaged my PCIE slots or just semi fired my MB?
My PC specs are:
Intel I7-8700k
16gb GSkill DDR4 3200mhz
Aorus RTX 2080 Super
Gigabyte Z370p D3
Corsair RM850x
