Could a HDD cause FPS lag in games?

Hello my name is Ross, well to the point i just built a new computer with all new parts but a new hard drive. When i got all of my parts and put it together it all went well. However when i started to play games like Rust i still got 20- 40 fps and it is the same exact lag that i had before my new build. Also i did have 1 case of a BSOD Memory Management but i ran MemTest and it found no problems with my ram. Currently i am defragging my hard drive in hope that it fixes it. Auslogics the program i used to defrag it said my HDD was in good shape so that left me in a confused state. Also my CPU and GPU usage is low so i dont think their is anything wrong with those. So i"m here to sort out my problems and get back to gaming.(sorry about the grammar i didn't really proof read it).

Specs-
MSI GTX 1080 ti (It was a little over board but i want to upgrade to better computer latter on)
Ryzen 1700X
NZXT Kraken X 62 rev 2
MSI X370 SLI PLUS
Corsair Vengance DDR4 LPX 8gb
Toshiba DTO1CA200 2 TB

Any help would be appreciated!
