Question Could a home router work or fail only partly?

I have subscribed to the current ISP service for up to 10 years and its home broadband connection had been very stable for a long time until recently. Now, it almost disconnects from the web by itself a few times a day and I have to unplug the power of the router, wait for a few seconds, and then plug it in again, then it will connect to the web again.

I see someone say it could be the failure of my router. However, could a router just fail partly like this? Is it likely to be the problem of ISP side or my side?
