Depends on what you would be using it for. For gaming it will depend on the game, in modern CPU heavy titles a 4590 might hold back vega 56 just a bit. To upgrade to a ryzen 2600 you would need a new mobo and DDR4 ram. I would at least try out the 4590 and see how it performs before you consider upgrading.
Have you found a vega 56 card for a decent price? Last I checked they were still well over MSRP.

I will most likely be using it for gaming and some streaming/recording here and there. The 4590 doesnt hold up too well with that but re live makes up for it. Im getting bottlenecked in BF1 and a little bit in overwatch. Ive found a strix vega 56 for 469 - 30 with a giftcard. Still a bit above MSRP but im just impatient.
