Could/graphics card bottleneck & power supply

I have an amd fx 6350 and a cs 650m power supply, A) would my CPU bottleneck a Saphire RX 580 8GB If I bought it and B) would my psu have enough power for it?

Enough power yes , is there a bottleneck yes.
Not a huge one but there will be some.
