Could gt640 run bf4 on low 1080p?

That is true and online live game will task more and really not many reviews or benchmarks available on the web with low settings. Here you can see the HD7770 which is much stronger card getting only 28FPS on high at 1680-1050 http://www.techspot.com/review/734-battlefield-4-benchmarks/page2.html

I doubt it, just turn your resolution to 720p to get like 30-40fps

I could play bf3 1080p low settings, always over 50 fps so i guess i could play low settings bf4 1080p around 50fps?

Probably 30fps on low in multiplayer and 40-45 in single player

You only have 1gb of vram on that card, BF4 eats up like 1.5-1.7gb of VRAM easily

My asus gt g40 2gb and i5 run bf4 medium 80 fps and ultra 40fps 1080p if you have quad core and 8gb ram or more you should be fine
