Could I overclock with My I5-6400T (without a Z chipset)

I know its not a 6600k but my MSI H100M gaming has the option their buts its locked. Is their anything I can do to the BIOS?

No you cannot, your CPU doesn't have an unlocked multiplier, and your motherboard A. Doesn't support overclocking and B. Wouldn't feature the necessary power phases to overclock even if the past two were true.
In addition your CPU is a low power version of an i5, and is binned lower than other i5s meaning it won't have as high a quality chip, resulting in very poor OCs if they were possible.
