Could I run Assassin's Creed Unity with an ASUS GTX 650 ti 1gb OC Edition?

you would need to run something like 720p and even then still be getting fps around the 30s with normal low settings. Mostly but not limited to the low amount of vram.

No absolutely not. The graphics card will fry running that game.
