Question Could I Upgrade to an RTX 4070 with this CPU?

Hi all,

My current build has an 11th Gen Intel(R) Core(TM) i5-11400F @ 2.60GHz 2.59 GHz. Would I be able to upgrade my graphics card to an RTX 4070 or 4070ti with this processor?

CPU doesn't restrict GPU upgrade. What restricts GPU upgrade, are:
* PSU max wattage capacity and PCI-E power cables it has
* PC case GPU clearance
* thickness of your wallet

So, feel free to upgrade your GPU, if you have good enough PSU, no clearance issues and money for new GPU.
 
Do note that even if a CPU doesn't restricts a GPU upgrade, it can still bottleneck its performance. I'm not specifically talking about your system, but generally if a CPU is significantly older than the GPU, you could get some bottlenecks.
There are always bottlenecks.

A faster GPU means higher resolution, settings, or the ability to run more visually demanding games faster.

The CPU will basically set the maximum frame rate based on game engine. To remove/reduce the CPU bottleneck, increase graphics settings until FPS drops that is the ideal point where the system is producing maximum performance. When you can't get any more FPS no matter what and you desire more FPS, that is when a CPU upgrade is necessary.
