[SOLVED] Could I use a 3090 with a 650W PSU without it going under load?

The recommended is 750W. I know that when playing games 650W probably won't cut it, but I just want to redeem the game that comes with it and sell it.

I would not risk it. My understanding is when you first switch on a pc there is a significant surge close to max load for a fraction of a second, I’m sure I read this somewhere. Why risk a £1.5k card

If you want to use an rtx 3090 you are going to need a lot more than 750W because there are large power spikes to this card. If you want to use a 3090 your going to need at least an 850W. I recommend a 900W to 1000W psu.

I will never understand, why so many people buy expensive components, but for PSU they want to save every Dollar/Euro.

The PSU is the most important part in a PC.
