What leads you to believe the MS framework is causing a crash?

I had problems downloading and installing it, as it took forever. So I used my old EVGA drivers to install it, with some much needed drivers for my GPU.

Error message: explorer.exe has stopped working. Would you like Windows to solve it (etc, etc)?

Yes this is the Full Reinstall.
