Could my PSU be causing artifacts.

I bought a new PC and when I first plugged it in and went to the BIOS screen there were loads of tiny pink lines across the screen. At first I didn't think that it would mean much and that they would go away if I installed the graphics card drivers. But when I installed the drivers they didn't go away and my main monitor that I had connected with display port wouldn't go in any res except 800x600 and the lines hadn't gone away. So I checked in task manager and it gave me an error message and saying that windows had stopped the device from working and code 43. And after a while of googling the problem and trying to get it to work I decided that it wouldn't but to check if the GPU was actually the problem I put it in a really old system and it seemed to work fine with no artifacts. The system that I tried it in had a rm850 watt PSU and lower end components and my new PC has a CX750 watt so I wondered if it was a power issue.
