Could my PSU be dying instead of my GPU?

So a couple of days ago I was smelling a burning scent coming from my pc. It was also making some pretty wierd noises, so I opened up a pc stats program where you can see fan speeds and temperatures and I saw ny GPU fans were not spinning. I checked inside and they really were not. I assumed that my GPU was dying. Then the next day, I was taking my GPU out and then tried turning my PC on and it didn t turn on. Could my GPU be fine since my PSU was dying and maybe not supplying enough power? This would really help me if I knew.

Yes it could be your PSU as well, and if it is a low quality unit you risk it will bring down your GPU and other parts with it.

What is the exact model of your PSU?
Actually you should always post full system specs when asking for help so we know what we are dealing with.
