Could my RAM be a gaming bottleneck over my CPU/GPU?

OS: Windows 10 Pro 64-bit
CPU: Intel(R) Core(TM) i7-4770K CPU @ 3.50GHz (8 CPUs) - manually overclocked to 4.2GHz
GPU: NVIDIA GeForce GTX 1070 SC 8119 MB (SC)
Motherboard: Asus Sabertooth Z87
RAM: 16GB (2 x 8GB) DDR3 DRAM 1866MHz C9 Memory Kit (CMY16GX3M2A1866C9) - this is the actual product description, when I look at Aida64, it says my RAM is running at 1333MHz and not 1866MHz

Question: Is my RAM the bottleneck of my gaming performance?

Background: I recently upgraded from a 4GB R9 380 to an 8GB 1070 card expecting to get significant performance gains for gaming. That was not the case, most contemporary games including Witcher 3, PUBG, and other all-around demanding 3D games are performing at around 50-60 FPS max, but occasionally spike drop frames to as low as 15-20.

While it is not unbearable, I can't shake the feeling that either my RAM or my CPU is bottlenecking my performance. I'm specifically asking about the RAM because it's the oldest component in my machine, and frankly I do not have a good understanding of how I should be matching timing and frequency with my other components. I am a hobby computer builder, so I know enough to piece things together, do some safe overclocking, and surf Tom's Hardware for common troubleshooting. Now I could use your help figuring out where to invest in my rig so that I'm addressing the major issues. Thanks for any input you can provide.
 


I haven't checked my RAM speeds in my UEFI/BIOS for a while, but I vaguely recall an issue with the XMP profile creating issues with the RAM speed resulting in crashes when I did try to set it to 1866MHz. I will check when I get home tonight.
