When trying to boot my pc it never works first try, I have to turn it off then power it back up for it to work, then the system work great with no issues. I've already replaced the PSU so it can't be the issue. I'm wondering if possibly the solid state hard drive could be causing this issue because all of the other components are new.

How old is the PC?

Is that 120 GB Kingston SSD the boot drive? How full is the drive?

Power down, unplug, open the case.

Clean out dust and debris. Then reseat all cards, connectors, RAM, and jumpers. Ensure that all are fully and firmly in place.

Could be that something is loose and has warmed up enough during/after the initial boot failure to expand and make full contact thus allowing the second boot attempt to succeed.

Thanks for the quick reply, everything in the PC is brand new actually the only thing that wasn't replaced was the ssd, I just made sure everything is tightened and firmly in place. The problem is still happening, is there anything else you recommend trying? Yes the Kingston is the boot drive, there is about 19gb remaining.
