Could not load file or assembly CLI.Implentation???

Okay, I have researched this topic over the internet for quiet some time. It says its a net framework issue.

But, after countless uninstall and reinstall of .net framework version 4, this isn't the case.

Every time I try to open AMD Catalyst Control Center (CCC) I get this error message.

'Could not load file or assembly 'CLI.Implenation' or one of its dependencies.
The Module was expected to contain an assembly manifest.'

Okay.. not sure what this means. But this is preventing me of opening, or even removing ccc from my computer.

Following troubleshooting steps I've taken:
Uninstalling AMD catalyst install manager
RE installing AMD Catalyst Install Manager
Uninstalling and reinstalling .net framework 4

Also, after the first two, CCC was not removed from my computer. I don't know how to uninstall it. There is no uninstaller in my control panel or Ccleaner.

I just installed Serious Sam 3 today... and now my stuff isnt working...

Specs:
2 ATI XFX 5770 Crossfired
6 gigs of 1600 ddr3 G-SKILL RAM
AMd Phenom Quad core 2.8 ghz cpu
Corsair 650 watt psu
