Could someone help me with a $600 - $700 gaming build?

Alright so basically I have been wanting to get a gaming pc more than anything right now because the consoles this year are not really appealing and my computer is starting to hit the dirt. Well anyways I have been looking at gaming pcs lately and I have found a build and I was wondering what this all would play? The specs on it are....

AMD FX-4100 3.60GHz Processor

8GB 1333MHz DDR3 Memory

1TB 7,200RPM SATA II Hard disk drive

AMD Radeon HD 6450 GPU with 1GB video memory

Now im not looking for a gaming computer that will play everything Ultra settings 60+ fps. I'm just looking for a computer that will play games like Call of Duty Black Ops 2, Battlefield 3, Gotham City Imposters, League of legends, runescape, and ARMA 2. Now I don't care if I have to play these games on Lowest settings with 20-30 fps, Just as long as they are playable. So, what will these specs play? and if this computer build will not play many of these things in lowest settings at a 20 - 30fps rate, what are some of your suggestions? Remember that im on a $600 - $700 MAX budget.
