ha is this a joke? no it's not ok.. completely disbalanced.
the CPU with motherboard is bit of an overkill ,you could definetly downgrade CPU to i5,get cheaper motherboard, toss out DVD reader, replace 16GB ram with 8GB , thats enough for likely anything, and the leftover cash invest in some more powerful GPU like R9 280/R9 280X or R9 290

CPU: Unless he's editing stick with a I5 4430, if you're making this for him then he doesn't know how to overclock.
I personally don't like MSI mobos , go for the gigabyte SLI z97 board.
RAM: Unless he's editing stick to 8GB .
PSU - get an antec seasonic, XFX, EVGA supernova 650W bronze or better. ANything out of that lot willl be outstanding
GPU - with the savings from the above, you should be able to get a 280X or a decent 290.
You don't need a CPU cooler.
if you post a budget, the forum can suggest a better one.

I'm sorry but I forgot to say that my friend does video editing, so he needs 16 gigs of ram and an i7
For the psu i checked the reference guide at toms and it was in the second best class, so I guess that it is a good unit...
For the Gpu you can suggest anything, but it needs to be from Nvidia because he needs Shadowplay 😛
Yeah I'll put the Gigabyte MoBo.
The budget is of 1500$ if you can suggest a new configuration I'm glad to know it
(We live in Italy, so maybe if you can put pieces that are sold worldwide it's better)
Thanks
