Counter-Strike: Global Offensive Resolution Problem on Windows 7

After starting up Counter-Strike: Global Offensive, if I decide to quit the game or ALT+TAB from the game, the resolution on the desktop gets set to 1024x768. I can still be in-game, and play at 1920x1080, but the desktop will always remain at 1024x768. The only fix to get back to 1920x1080 is to either log out of Windows or simply restart the game.

Right clicking the desktop, and choosing "Screen resolution," and I will try to select 1920x1080 (recommended) and hit apply, and the screen goes black then goes straight back to 1024x768 after selecting keep cettings or revert.

I have reinstalled my drivers using Display Driver Uninstaller (DDU), and completely reinstall Counter-Strike: Global Offensive and all of it's configuration files in the Steam folder. Any ideas?
No other game does this to me.

Yeah, that was it, thanks! Probably take it off as a startup item if it causes conflicts like that. Simply restarting the program fixed it.
