Question Couple of Questions about upgrades - $279 Vega 56!!?

First off let me say I have an RX580 8gb, ryzen 5 2600, 16gb 3000 MHz ddr4 and a 650 watt PSU.

That said im having issues maxing some games, and more less looking to future proof so I was looking at the 1660ti.

To me it looks like the 1660ti is comparable to the 1070, and the vega 56 is about 5-10% ahead of that. at $279 you wont find a 1070 so that's outta the question.
Between the 1660ti and the Vega 56 which the better option. and I linked 2 specific options below.

please feel free to give me your opinions / criticism.

also, I have pretty good cooling in my system fractal meshify C with 2x 140mm front intakes and 2x 120mm 1rear/1top exhaust. Ive never had
a blower style card always was kind of weary of them. are they good?

yes, the 1660ti is a compelling offering from Nvidia, 1070 performance for $279. which is about the same performance as a vega 56. so, in the end, i would go with whichever card you could get the best deal on. the new card uses much less power and will be much cooler
