Cousin needs help with budget build?

Hello everyone! Long time no see! My younger cousin has gotten into PC gaming and wants to build a budget $500 PC for the first time on a website called portatech for black friday! He's not allowed to build from scratch on PC part picker for some reason so the PC MUST be prebuilt and ship to him. He wants to play games like GTA V, Fallout 4, Skyrim, Dolphin Emulator, Far cry 4, and more at 1080p Ultra/1440p medium settings! (Depending on the game of course) He also wants to edit and render videos at 1080p for youtube. I handily have an EVGA GTX 770 2GB in hand which I'll give to him, and I built him a PC with the following specs,

CPU: i5 6600k
MoBo: ASRock H110M-HDV
GPU: EVGA GTX 770 2GB
CPU Fan: Stock
Ram: DDR4 8GB
HDD: 1TB
PSU: 700w

As you can see, this PC lacks a sufficent Mobo for overclocking, and a CPU cooler for OC as well! I was wondering if anyone specializes on the BEST budget builds for 1080p Ultra gaming needs and video editing needs too! The PC can not be more than $520 (TAx and Shipping included) and I already have a GPU, so exclude that out of build. No PC part picker builds please, hes not able to build from scratch. We need a trustworthy website that builds cheap PCS! MAke sure the CPU is UNLOCKED and INTEL! THANK YOU VERY MUCH FOR READING AND ANSWERING!!! WE WOULD APPRECIATE YOUR HELP/INPUT!!!!

u cant run gta v and fallout 4 at 1080p with ultra or even at high with that old gtx 770.. so forget bout 1440p... fallout 4 needs real powerful hardware...
search for a system which has newer gpus like gtx 960 with 4gb vram (although i m not sure, it can run fallout 4 at ultra on 1080p) or r9 380 4gb vram with 550watt psu (since ur system wont need anything more than 390watts even if u oc the gpu)...
from gtx 960 4gb and r9 380 4gb, i would pick r9 380 since it cost less than gtx 960 "4gb" model and offers better performance too...
