Cousin's new pc won't turn on

My cousin and I have been planning a PC build for him for the past two weeks, and he finally bought all the parts and put it all together. He waited until I got home from school to facetime me to show me it starting for the first time, because I'm really good with computers (this one problem im about to explain really stumps me though.) But when he pressed the power button... nothing. I asked him if he wired motherboard power switches correctly, he didn't know, so I made him take the wires off and rewire it according to the manual. We tried again, didn't turn on. We went through about 20 different things and it STILL won't turn on. I am at this point stumped because when I built my first pc, it turned on first try. I have also looked at guides on TomsHardware but couldn't find anything. Can someone PLEASE help me to figure out what's wrong? Here are the specs for the computer, thanks!
