Is this also a cpu fan header for a second cpu fan?

CPU_Opt is an "optional" header.
The idea is for a multi-fan CPU cooler.

I believe in most (all?) implementations the _OPT header cannot function independently of CPU_Fan, so it will ramp to the same speed etc as the primary connected fan.

In short, yes.
Ideally, shoot for a fan with the same spec (max/min RPM etc) to avoid potential headaches (however minor they might be)
