CPU 100% when browsing Chrome (multiple tabs)

Hi. My friend complains that his PC is slow when multiple browser tabs are open for a longer period of time(Chrome, 30+ tabs). He often have many Youtube links open and pages like flashscore, where there is an automatic refresh. His PC specs are: Intel G860, 4 GB ram, 120 gb ssd. Task manager shows that cpu is 100% on both cores. Would it help to buy extra ram or is a new CPU needed? His budget for an upgrade is 300$ and main PC usage is browsing and watching movies. More memory would help at least 4gb more

Yeah, I was thinking going with 8 GB for a start. Does it matter if it is 1x8 gb or 2x4 gb? Also, is low RAM related to high CPU usage in this case?

And ditch Chrome as it's memory usage is terrible with multiple tabs open.

Get Firefox instead, the browser of choice for most savvy PC users these days.

But having 30 tabs open with only 4GB RAM is bound to affect performance.
