[SOLVED] Cpu 20-40%, 90c, and Low FPS when gaming (laptop)

I don't play games often but when I do I get very low fps. The thing is that my cpu & gpu is acting weird. Sometimes the cpu reaches 60% and I get decent/good fps, but then it goes back to 20% for approximately 10 minutes, then goes back up again. This happens all the time when I play, low fps -> high fps -> low fps -> high fps -> ....
My memory usage is also out of the normal ( I think?) It says at around 60% when I play a simple game and with only one tab open in the web-browser. When I close the game it remains on 40%.

Ive changed my power plan to be on maxium performance, and same goes with Nvidia 3d settings. I usually play with my charger plugged in. Both my CPU and GPU temperature remains at 90c when I'm charging, no matter if im playing games or not, which means that my keyboard is very hot and it makes loads of noise, i'm not sure if this is normal either. When I plug off the charger of course it stops making noise and becomes calm (temperature goes down to 60-70c). Usually people have one of theese problems but having so many at the time makes me confused and I need to read 10 different threads at the time, so I thought why not create my own. If anyone can help me with even one of the problems, it will be much appreciated.
