When you touch the cpu it burns your hand. Im using a old small cpu heatsink/fan. It is smaller than a stock cpu fan. it is placed over the cpu but has no thermal paste, and cannot be screwed in because it doesnt fit, please help/
1. Don't touch pc parts after use or during, they get extremely hot.....
2. Get a different heatsink as you stated that one doesn't fit

Get the correct heatsink for your CPU/Motherboard or risk destroying the CPU.
Cpus don't hit 200° unless you are looking at Fahrenheit not Celsius. By nature, cpus have built in safety mechanisms to slow down clock speeds/voltages after a certain temp is reached, do this enough and the cpu shuts down instantly. All done to prevent thermal damage to the cpu. At 200°C, your cpu would be fried and the retaining socket a pile of melted slag.
Stock replacement heatsinks are cheap, less than $10 on eBay, or decent heatsinks but better than stock can be easily found for less than $30

Ive Switched the i7 with a Xeon l5520 and the temps are like 53 C is this fine or still to hot?

53 degrees celsius is a perfectly fine temperature.
