When i run Cinibench R15, near the end the temps would just bounce to 250 degrees, thermalthrottle to 1.6 gh then back to 4.3 gh and temps would fall back slowly to a stable 69 degrees.

i think it might be a broken thermometer if so how do i disable /fix it.

i have an fx 4100.

thank you

....
250C would pop the CPU, even if for just a millisecond. I'm gonna say that's a glitch in that monitoring program or possibly the Super IO chip with +12V power perturbations as the processor load lifts. The thermal throttling could actually be (either) the VRM overheating or processor APM taking effect.

It almost certainly can not be real. Get HWInfo64 and use it as a check, look at CPU Tdie temps if you can in addition to the Super IO chip reported temps and compare them.
