CPU (3.3ghz stock speed) clocked @ 642mhz

Hi, this problem plagued my pc for a couple of years and now i need to fix it since im giving this pc to my sister.

Whenever I startup my pc normally via power button, the cpu gets clocked at 642mhz. And when I restart my pc, it goes to the normal clock speed, which is 3.3ghz.

So basically every time i wanted to use this pc, I'd have to restart it whenever i turn the pc on to use it because the PC is notoriously slow at 642mhz.

It's not a big issue, but it's very time consuming and annoying.

I'm currently using my X2 with 2 extra cores unlocked, but I also tried using the stock BIOS settings and I have the same problem.
So is this a hardware issue or a BIOS issue?

I turned off amd cool n' quiet and the problem still persists


CPU is
Phenom II X2 560 Black Edition 3.3ghz
Motherboard is MSI (forgot model #)

problem persists. but the clock speed is different after i restart it



no the speed remains the same
