CPU 4.7GHz but windows and Razer Cortex says 4.0GHZ. Is overclock working?

I recently bought CoolerMaster Nepton240M which is perfect holding my CPU temp under 70c full load at 4.7GHz but in system in windows 10 says 4GHz CPU at 4GHz. In Razer Cortex diagnose says also 4GHz. My CPU is 4.7GHz but ring/cache frequency is 4GHz. Is this the reason that Windows don't recognize the overclock that i am done?

Voltage: 1.350v, 1.150v

You have a 4790K? If so those are reading the stock for the CPU. Look in CPU-Z (free app) in the CPU tab, lower left at multiplier should show like 8-47 if OCed to 4.7

CPU-Z and Intel Extreme Tuning Utility says 4.7GHz i know... I only don't knew if the overclock is real working. Thank you man i appreciate...

Now... I don't have cache overclocked, and i have 20c room for that. Is cache/ring bringing some performance on the table?

Yea its cache only it isn't CPU freq. I think that cache freq is the overall performance of the system/CPU. Am i right?
