CPU acting weird

I got an i7-4790k (bought it about a year a half ago). At some point the turbo speed started only reaching 4,2GHz for some reason, so I used the ez overclock setting on my MSI Gaming 5 and it set it at 4,4Ghz. It was all good but I was getting blue screens when playing gta 5 (it didnt happen with anything else), so I reversed the overclock. Now my cpu only gets 4,00 GHz and the speed doesn't change like it used to when I first bought it depending on the task at hand. Its just a solid 4 all the time (it was like this when it was overclocked only with a solid 4,4). It doesn't turbo anymore and I'm pretty sure I have it enabled in BIOS. I noticed a little less performance in games, and when I ran a benchmark it said my cpu was performing meh compared to others like that. What's going on with it ?

Something's broken probably, but have you tried searching in Youtube(got my knowledge from Google and Youtube). Oh and you can try cleaning cmos it may work but then you need to set time and date again.
