Cpu acts dead

Okay so my cpu doesn't respond at all but sometimes it turns on and works fine.otherwise it's just dead.I tried almost everything, even the monitor led is working fine but the cpu refuses to work please help

Are you just getting a black screen when you start the PC with no monitor signal when this happens?

Does the CPU fan spin?

Okay so there is no action in the cpu at all, the monitor works just the way it was before the cpu switches on and my specs are pretty laughable it's Intel Pentium dual core processor Nvidia GTX 210 1gb GPU
