CPU air coolers budget vs high-end?

Hi looking to OC an i5 4690k.
was wondering what the advantages of getting a budget air cooler like the cooler master evo, over a Noctua NHD-15 were. how much of a difference is there.
Btw I'm in Australia so there is about a $50 price margin between them

I'd get the Noctua if I had a good enough mobo to support a higher overclock. The EVO is decent for mild/moderate overclocking. The Noctua is only bad in terms of price and weight. If you have the Noctua you have to be careful if you move the case. It's quite heavy.

Solution
Spending the extra money isn't really worth it unless you need the best of the best.
Years ago when you could just pour on the voltage it was important to have a great big heat sink now you can't really do that due to so much being on the actual cpu itself.

Get the evo, or Cryorig H7 or even something from raijintek who are pretty new (to me) and they are making some nice stuff while also being quite affordable,
