Question Cpu always at 100% and use low power

I recently got a new i5-6600k cpu cause my old one was bad. Its always at 90-100% when playing games and uses around 27W. The temperatur is around 38-45C. Is there some way to fix this cause it says online the watt should be around 64W when gaming.

Are you looking in Task Manager and/or Resource Monitor?

You should be able to determine what is consuming the CPU resource.

Have you confirmed (via HWMonitor) that the CPU is ramping up to 3.6 GHz on all cores under load? (Often, if mainboard chipset drivers have not been installed or after a fresh install which would rely on MS-provided default drivers, the CPU will putt along at only 800 MHz or so, with commensurate low performance...and low power requirements at the low speed)

Ive looked into task mananger and all seem fine there.

I play games like ark, rust, arma 3 ect so pretty high demanding

All cores have 3600 in clock speed
