Cpu and Case fan sometimes working

First off, obligatory first timer "Sorry if I haven't done my research" I have found many posts that relate to cpu fan not working, or a case fan not working. I have also found things related to low voltages.

I have checked my voltages in BIOS and they all seem to be within .1 of what they should be. I have tried running one of the fans at a time and it does not seem to make a difference, though I THINK the case fan runs slightly more often when it is the only one plugged in, however I don't have enough evidence to say this is the case.

So the story is, I got a hyper 212 evo cooler a couple years ago and didn't have too much of an issue. A few months after having it, I had been doing some work inside the computer I apologize for not remembering what that work was, probably reapplying thermal paste or reorganizing power cords. After I got everything put back together my startup screen kept saying 100% of startups that there was a CPU fan error. CPU fan was plugged into its appropriate header and the fan was spinning so I never paid any attention to it.

Starting a few months ago, the fan stopped spinning altogether, sometimes it will come on randomly and me trying to spin it with my finger does not help except maybe it will spin a couple turns.

I recently moved in with a roommate and while working on this issue he had an extra case fan "Arctic Fan" laying around so I put that on the otherside of the heatsink, ideally creating a push/pull straight out of the case. That fan has also been on and off, however on more so than the CPU fan. So at this point I am not sure what to deduce from this. Any ideas would be great, I will continue testing and can provide any information you need.

I have disabled all fan controls in BIOS.

Also have tried the CPU fan in both my 4pin headers.

EDIT: So last boot the case fan was not spinning at all, I restarted and it started spinning full speed. I also took the CPU fan off the heatsink, while still plugged in, and spun it as fast as I could and it started spinning at a decent speed. I put it back on the heatsink and it is still running but seems to be considerably slower. Also is fluctuating in speed.
 
Found that I can take the cpu fan off and spin it REALLY hard with my finger and it will start spinning on its own but seems to fluctuate a little bit until, if, it reaches full speed then it usually stays at full speed until I turn off the system. The case fan has been working without issue since I started this post.
