CPU and case fans not spinning, PC not booting [HELP]

Basically what the title says. Everything else seems to be working, graphics card fans spin fine, but neither case fans nor the cooler fan are spinning.

Relevant Specs:

Intel Core i7-4790k
Cooler Master Hyper 212 Evo
Gigabyte GA-Z98MX Gaming 5
Cooler Master N200
